This is a Consortium Project under European Union Funding and therefore it will require good relationship with the three partner involved.

CESCRA is offering a rare and exciting opportunity to an individual, with a demonstrable knowledge of human rights and international relations, the opportunity to help develop and implement the programmatic human rights work CESCRA in Refugee Settlement in Northern Uganda. This position will implement an EU-Funded project for three years that will require filed presence, dedication and vigorous meeting of deadlines and reporting.
The Human Rights Officer is key to ensuring that CESCRA meets its mission and objectives by generating and delivering programmatic and policy outputs that support CESCRA’s human rights, access to justice and conflict resolution work in Rhino Settlement for the period between September, 2020 to May 2024.
Responsibilities include developing field activity work plan, design implementation strategies as per project design, mobilise community, mobilise potential stakeholders and convene activities as per agreed work plan and project documents designed. Organising relevant internal (Refugee Settlement) and external (Host communities) human rights events, awareness campaign, dialogues and any relevant activities. The position will also liaise with the Leader Coordinator at CESCRA to attend quarterly and periodic meeting as per settlement schedule.
You will have a key role in delivering results in the human rights and conflict resolution project, you will innovatively engage the refugee settlement and host community beneficiaries and stakeholders in the project and document and report on the results. You will be responsible for some trainings, organising trainings and ensuring targets as set in logical framework are met for each activity and evidence well documented.
You will have demonstrable extensive knowledge of human rights, conflict resolution and peace building, you have reasonable experience on gender based violence and gender mainstreaming. You will have competency on training and human rights education, policy, advocacy and campaign work. You will be an excellent communicator (verbal and written), research and community best organising skills, and strong commitment to participatory methods and with high level ethical standards and human rights values. You must be able manage and account for budgets including keeping good excel finance accountability reports and relevant documentation. You must be capable of managing your time and workload effectively to deliver high quality results and take a pro-active approach to presenting difficult topic areas alongside an ability to work independently.
You need to be fluent in English, have a keen interest and understanding of current international developments and with exceptional attention to detail.
You will be line-managed by CESCRA Programmes Manager, who will closely work with you as a focal person linking with other Consortium members.
We are Centre for Economic Social Cultural Rights in Africa (CESCRA), a Non-Government Organization that seek to promote the economic social and cultural rights of especially women, youth and the girl child. We work to address Sexual Reproductive Health Rights of women and girls, Campaign Against Early, Women Land and Property Rights and we have also worked on the economic rights of women in the informal sector. economic social cultural rights of women and girls from grassroots communities in extremely marginalized and remote areas at Africa Regional Level, the local government and central government on matters related to girl children, adolescent youth and young women, Land, Housing and property rights and Girls sexual reproductive health rights and services. Apparently we are implementing a European Union (EU) funded project titled “Advancing Peaceful Co-existence & Respect for Human Rights among Refugees & Host Communities in Northern Uganda.”
Your Responsibilities and Experience
- Proven ability to work with a diverse range of stakeholders across multi-cultural environments
- Experience of coordination people in refugee settlement and host communities, stakeholders and duty bearers.
- Excellent knowledge of current issues in at least one of the following areas: Basic human rights women and Girls’ rights, gender based violence, conflict prevention, resolution, peace building, mediation skills and access to justice and psychosocial counselling in the context of refugees and host communities and gender specific experience.
- Excellent written and oral communication skills
- Knowledge and/or experience of the human rights, laws and policies
- Innovative thinking and experience with training, coordination , policy and advocacy work including (human rights) campaigns
- Proven ability to take complex ideas and translate them into workable concepts
- Ability to work quickly and accurately under pressure
- Attention to detail and highly organised
- Flexibility in working style and ability to adapt quickly to evolving circumstances
- Commitment and empathetic with refugee and most vulnerable peoples and committed to safe guarding principles.
- Able to manage simple budgets and compile reports
- Able to write narrative reports focused on results and evidence
- Ability to drive a motorcycle and adhere to deadlines
- Experience of working in/understanding the refugee and host community environment with multicultural differences
- Fundraising experience and able to identify new innovative opportunities for fundraising
- Working knowledge of English, Lugbara and Madi language
Qualification and Experience:
- Hold a Bachelor’s Degree in Social Sciences, Law, or an equivalent from any recognized university
- Have at least 5 years’ experience working on issues of human rights, gender based violence, access to justice, conflict resolution, prevention and peace building
- Knowledge in refugees and host communities environment is highly required and experience working in Northern Uganda, and
- Skills in training and mobilising communities
- Demonstrated commitment to equity and non-discrimination. Knowledge of the 2006 Refugee Act and 2010 Refugee regulations will be an added advantage
